The Mexico of Lázaro Cárdenas - to which we Spaniards owe eternal gratitude - had a plethora of diplomats of a professional intellectual and human category rarely equaled. Once the Spanish Republic was defeated by Nazi-fascism and the silence of the great democracies Cárdenas sent some of its best representatives to Europe especially to France to help Republican refugees escape Nazi-Franco persecution: Bosques Bassols Cosío Villegas Guzmán and Fabela among many others would write at the end of the civil war one of the most beautiful pages of world diplomacy. One of the most notable and admirable tasks in this task corresponded to Mr. Luis I. Rodríguez who dedicated more than what was humanly required to save the lives of Spaniards among others although with tragic results that of the President of the Republic Manuel Azaña .
One day after France signed the armistice with Germany by which it surrendered unconditionally on June the President of the Mexican Republic Lázaro Cárdenas ordered Rodríguez ambassador in Paris the following: “Urgently tell the UAE Phone Number French government that Mexico is willing to take in all Spanish refugees of both sexes residing in France... If the French government accepts the principle of our idea you will express that from the moment of its acceptance all Spanish refugees will be under the protection of the Mexican flag.” An extremely cultured and intelligent man Rodríguez knew from the first moment of the difficulties of the task entrusted to him given that the so-called liberated France was in the hands of Petain and Laval two admirers of the Nazi regime.
Aware of the very delicate situation that the Azaña family was going through persecuted by Nazis and Falangists ready to capture them and take them to Madrid for general punishment Luis I. Rodríguez began to make contacts to try to reach an agreement with the French authorities that would guarantee the protection of Azaña and his people. On July he managed to meet with Pierre Laval - of whom Hitler had said that he was one of his best collaborators - to present to him the dramatic situation of the President of the Spanish Republic: "-Azaña" said Laval "is a refugee." . Nobody invited him to come to France. In his current condition I don't think he suffers more than us.
